H.E. Mr Gabriel REVEL has been the Ambassador and Permanent Representative of the Principality of Monaco to the Council of Europe since 2 May 2023.

I am absolutely delighted to welcome you to the website of the Permanent Representation of Monaco to the Council of Europe.
In October 2024, the Principality of Monaco celebrated the 20th anniversary of its accession to the Council of Europe, an occasion celebrated with H.S.H. Prince Albert II in Strasbourg. The celebrations included the official opening of a multimedia exhibition that tells the story of the country’s accession to this vital organisation.
The year 2026 will be an equally important one for the Principality which will, for the first time since its accession, hold the Presidency of the Committee of Ministers for six months (from May to November). The Presidency will feature numerous events held in both Strasbourg and Monaco, and will conclude with the 19th Conference of Ministers Responsible for Sport, to be hosted in the Principality on 3 and 4 November 2026.

H.E. Mr Gabriel REVEL

A graduate of Sciences Po Grenoble and the École Nationale d’Administration (Georges Clémenceau class of 2017–2018), he began his diplomatic career at the Permanent Representation of Monaco to the Council of Europe.

Following several years with the International Law Section at the Department of Legal Affairs in Monaco, he returned to the Permanent Representation in Strasbourg in 2021. 

H.E. Mr Revel has chaired the Rapporteur Group on Legal Cooperation (GR-J) since October 2024. He also chairs the Statutory Committee of the Enlarged Partial Agreement on Sport.

The Ambassador is married and has one child.
